If a programme is not co-ordinated at design stage several things occur:


First the contractor has to develop the outline design into working drawings. By the time he does this it is too late to change the building structure and areas where inadequate space has been allowed cannot be enlarged. The main effect of this is an increase in maintenance cost and risk to health and safety.
An other probable penalty if no co-ordination has taken place between services and the structure is incurred costs for alterations to the structure not included within the tender.
The Quantity Surveyor cannot accurately quantify bends and offsets in pipe and ductwork if they have not been included pre-tender. While this may not increase the overall cost of the project it does mean that the tender value is incorrectly reported.
The major effect of the above items is poor project financial control.
